“No two weeks are the same!” — Cllr Hayley Spain
Being a ward councillor is a unique balance of hyper-local casework, formal civic meetings at the Council House, and supporting community initiatives. To show the true breadth and collaborative nature of the role, we asked Clifton West’s two elected representatives - Councillor Hayley Spain (Labour) and Councillor Andrew Rule (Independent) - to walk us through their schedules.
The timeline below represents a typical composite week in local democracy: running from a busy Tuesday of ward visits through to the bi-monthly Full Council session on Monday afternoon.
Beyond municipal governance, both councillors dedicate significant time to local community bodies, including the Clifton Neighbourhood Board, Neighbourhood Action Team, and local Residents' Associations. Many organisations value having a local councillor involved, which is reflected in Hayley’s role as a Governor at Farnborough Spencer Academy and Andrew’s work as Assistant Treasurer for Nottingham Moderns RFC. Andrew is also member of the management committee of Good Companions where he works alongside a number of village residents.
Between joint ward walks, local Clean Champions litter picks, and community events, keeping up with local casework is as much a physical workout as an administrative one - clocking up plenty of active miles across our streets!
Aside from immediate ward issues, councillors spend late hours digesting strategic briefings - such as ongoing discussions around Local Government Reorganisation - shaping how city and regional governance will look for years to come.
Despite representing different political groups, both councillors regularly coordinate on ward issues, co-attend public walkabouts, and align on shared priorities for the diverse neighbourhoods - including Clifton Village - that make up the Clifton West ward. While Full Council sessions take centre stage every two months, the bulk of a councillor's work happens quietly on the ground in our local community.

"It was a privilege to be elected as the councillor for Clifton West three years ago, and since that time I have focused on getting to know and working together with local residents. I really enjoy my regular ‘doorstep surgeries’ which enable me to be out in the community, talking directly to residents, and it’s clear that simply chatting with someone at their home can lead to some really positive outcomes. A ward councillor role is varied and rewarding. One project that I’m proud to be a member of is the Clifton Neighbourhood Board; a £20 million ‘Pride in Place’ national government initiative which will help create opportunities for our young people and improve lives across the whole of our local community."
